In the Soviet Union the victims never talk, but in a supposed free society if they can remember they have been victimized they might even sue. A secret CIA-Army team infected Americans with deadly germs from 1949 to 1969. Equipped with nasal filters and other protective gear, these cladestine agents of OPERATION BIG CITY targeted

Attacks on Florida and New York were followed by epidemics of encephalitis and whooping cough. Thirty years after a secret attack on San Francisco Bay launched from a Naval vessel in 1950, victims finally responded with angry lawsuits against the government. III. MICROBIOLOGICAL HOLOCAUST Warriors have been busy with BW weapons since the prehistoric days when shamans first poisoned their enemies. (3) The memory of the political use of disease during the Crusades and Inquisition may have been too fresh in Hitler's mind to allow him to unleash the vast germ arsenal amassed by Nazi scientists (4). The Japanese, however, had no such compunctions, and, after the war, Germ Warfare trials were held which convicted a number of their war criminals. Those trials, more sensational than the Nuremburg trials, got little attention from the press of the day. BW was next used in Korea, then in Vietnam (5). Perhaps the most hideous story is that of the leakage of anthrax germs from weapons in the remote secret city of Semipalatinsk in the Soviet Union. It took me two years of digging before I found a picture that matched what he was describing: my second clue was an original Illuminated History of North America (1860). If this runs against your beliefs, look up those two references. History book publishers contribute to the public's miseducation by always picturing the flag in military settings, creating the impression that the one with horizontal stripes is the only one there is. They don't actually lie; they just tell half the truth. For example, the "first American flag" they show Betsy Ross sewing at George Washington's request, was for the Revolution - of course it was military. The U.S. government hasn't flown the civil flag since the Civil War, as that war is still going on. Peace has never been declared, nor have hostilities against the people ended. The government is still operating under quasi-military rule. You movie buffs may recall this: In the old Westerns, "Old Glory" has her stripes running sideways and a military yellow fringe. Most of these films are historically accurate about that; their stories usually took place in the territories still under military law and not yet states. Before WWII, no U.S. flag, civil or military, flew within the forty-eight states (except in federal settings); only state flags did. Since then, the U.S. government seems to have decided the supposedly sovereign states are its territories too, so it asserts its military power over them under the "law of the flag." Today the U.S. military flag appears alongside, or in place of, the state flags in nearly all locations within the states. All of the state courts and even the municipal ones now openly display it. This should have raised serious questions from many citizens long ago, but we've been educated to listen and believe what we are told, not to ask questions, or think or search for the truth.

Dressed in full military regalia, Lt. Gen. Boykin equated the "war on terrorism" with the "war against Satan," disparaged Islam, and claimed that President Bush was "appointed by God." While Lt. Gen. Boykin's remarks had an Apocalypse Now vibe to them, the other Lieutenant General - Lt. Gen. Edward Anderson, a deputy commander of US Northern Command - was more focused on Apocalypse Soon: He told an audience at a geospatial intelligence conference in New Orleans that war in space was, well, pretty much inevitable.

** FOUR STARS ** This book is an INCREDIBLE resource for victims of multiple stalking and group harassment. The author accomplished what multiple stalking victims only DREAM about - he penetrated street level perpetrator groups. Although this book does not indicate David Lawson is aware of the full spectrum of advanced electronics some of these groups have and use, this book is likely to be very helpful for victims who are forced to deal with skeptical family, friends, co-workers, and local authorities. It is definitely a breakthrough in the cause of exposing and stopping these criminal gangs who operate freely, while law enforcement only gives their lowest ranking street level members a slap on the wrist now and then (while they deny such crimes happen to victims who complain.) If a multiple stalking victim can comfortably afford the book, I'd give it a definite "buy" recommendation.
It will certainly open at least some of the minds of people we multiple stalking victims are forced to deal with. ** One book in the bibliography, "Harvest of Rage" by Joel Dyer, is a totally WRONG viewpoint of the current-day U.S. Patriot Movement. See my notes below the biography.
THE MISSISSIPPI STATE SOVEREIGNTY COMMISSION: Pg. 11 An Agency History by Sarah Rowe-Sims The Mississippi State Sovereignty Commission was created in March 1956 by an act of the Mississippi Legislature. It came in the wake of the May 1954 Brown v. Board of Education of Topeka public school desegregation ruling by the U. S. Supreme Court. The court ruled that laws enforcing segregated schools were unconstitutional and called for desegregation of schools “with all deliberate speed.” The Supreme Court ruling sent shock waves among people who believed in the separation of the races. Like other southern states in the United States, Mississippi responded to Brown with legislation to strengthen the legal walls of separation. Agency powers Shrouded in the rhetoric of state's rights, the act creating the Sovereignty Commission provided the agency with broad powers. The commission's objective was to “do and perform any and all acts and things deemed necessary and proper to protect the sovereignty of the state of Mississippi, and her sister states” from a perceived “encroachment thereon by the Federal Government or any branch, department or agency thereof; to resist the usurpation of the rights and powers reserved to this state and our sister states by the Federal Government or any branch, departmentor agency thereof.” To exercise this loosely defined objective, the commission was granted extensive investigative capabilities. The governor of Mississippi was appointed ex-officio chairman (in 1956 the governor was J. P. Coleman). Ex-officio means a person serves by virtue of the office he or she holds. Other ex-officio members were the president of the Mississippi Senate as vice chairman, the state attorney general, and the Speaker of the Mississippi House of Representatives. In addition, members of the commission included three citizens appointed by the governor from each of the Mississippi Supreme Court districts; two members from the Senate, appointed by the president of the Senate; and three members from the House of Representatives, appointed by the Speaker. The governor, attorney general, and legislators served on the commission during their tenures in office. The three members appointed by the governor served for the duration of the governor's term. The commission itself was a small agency with a staff of a director, public relations director, investigators, and clerical staff. In addition, throughout its existence the commission used both paid and unpaid informants to supplement its investigation team. The commission also used private detective agencies to conduct investigations. As the state's official tax-funded agency to combat activities of the Civil Rights Movement, the commission performed many duties. Although varied, these tasks can be divided into three general functions: investigative, advisory, and public relations. For seventeen years, from 1956 to 1973, the commission spied on civil rights workers, acted as a clearinghouse for information on civil rights activities and legislation from around the nation, funneled money to pro-segregation causes, and distributed right-wing propaganda. Coleman administration While these core functions remained consistent throughout the life of the agency, the relative importance of each function and the execution of duties reflected not only the expertise of each director, but more importantly, the preference of the successive governors. Briefly, J. P. Coleman (1956-1960), the first governor to head the commission, favored the low-key approach through the public relations function. Above all, Coleman tried to cultivate an image of Mississippi in which race relations were good and citizens were law abiding. Consequently, the commission sought to put a lid on situations that might tarnish this image. Coleman did not allow the commission to channel money to the Citizens' Council, a grassroots pro-segregation movement. Barnett administration His successor, Governor Ross Barnett (1960-1964), expanded the investigative function of the commission. Commission investigators
Pg. 12 toured the state and wrote reports on civil rights activities of individuals and organizations, including scrutinizing reading material and libraries. The rumor mill and race baiters fed the commission, and anyone who appeared to transgress racial lines or espouse a vaguely liberal perspective was likely to be brought to its attention. Barnett's expanded role for the commission also included funding for the Citizens' Council. THE MISSISSIPPI SOVEREIGNTY COMMISSION: The Sovereignty Commission had its Genesis in Mississippi House Bill 880, in the 1956 session of the legislature, said bill having been previously approved by the Governor. Membership is spelled out, with the Governor being chair. It's purpose, according to section five, was "to do and perform any and all acts and things deemed necessary and proper to protect the sovereignty of the State of Mississippi, and her sister states, from encroachment thereon by the federal government or any branch, department or agency thereof." Not quite the equivalent of a bill of secession but close enough to catch the immediate attention of the feds, and nurture their animosity, and to capture the attention of other southern states facing enforced integration. The long silent words spoken in the commission records have the deja vu ring of other voices even longer silent, those of the defiant fathers of the old confederacy, House Bill 880, creating The Commission Other southern states, faced with the reality of Brown vs. Education, looked to the early example of Mississippi in search of ways to forestall the inevitable. First Inquiry First Response During its existence from 1956 to 1977, the Commission compiled records on hundreds of organizations and thousands upon thousands of private individuals. If you were a school teacher your name was on record. Civil rights workers, college students, state government officials and thousands of others were "investigated" and dossiers compiled and maintained. Investigators traveled the state, meeting with the local sheriffs, school boards, and other local officials, and reporting on those conversations to the "home office," where reports were meticulously typed, filed and cross referenced. Informants were recruited and paid by the state. Many, including blacks who'd infiltrated the NAACP, COFO, SNCC, CORE and other organizations, including several preachers and other leaders in the black community, simply volunteered to spy on their neighbors and report their organizational activities. WHITE CITIZENS COUNCILS: One of the "things" the Sovereignty Commission did in furtherance of its goal of "protecting the sovereignty of Mississippi," was to assist and nurture private organizations it perceived as working to advance those same goals. The Citizens Councils (sometimes called the White Citizens Councils) were most favored and were actually supported by the state. From 1960 to 1964 the state paid out $193,500 to the Mississippi Citizens Councils. $493,500 for propaganda Born in Greenwood, Mississippi shortly after Brown vs. Board of Education, the councils quickly spread throughout Mississippi and surrounding states. Like the Commission, the Citizens Councils were dedicated to preserving segregation. The tools of choice employed were political and economic pressure. Dozens more visit every year. They come from more than 70 countries, including Bosnia, Cambodia, Chile, El Salvador, Ethiopia, Guatemala, Haiti, Honduras, India, Liberia, Pakistan, Peru, Rwanda, Sierra Leone, Somalia, Sri Lanka and Vietnam. Only a few dozen of them have been deported, in addition to the 48 who were deported or extradited for Nazi-era crimes. No human rights abuser has been criminally prosecuted for torture in the U.S., despite the fact that Congress adopted a law in 1994 that gives U.S. courts jurisdiction to prosecute such crimes. Nonetheless, progress is being made in the U.S. for survivors who want to hold their tormentors accountable. Two laws are enabling that progress. The Alien Tort Claims Act, passed by Congress in 1789, allows non-U.S. citizens to bring civil lawsuits for "torts ...committed in violation of the law of nations or a treaty of the United Sates." Beginning in 1980, U.S. courts have recognized that egregious human rights abuses such as torture violate the law of nations and that claims for such abuses are actionable. The second law is the Torture Victim Protection Act, which Congress passed in 1991. It extends the right to U.S. citizens to bring claims against individuals "acting under the actual or apparent authority of any foreign nation" for torture and extrajudicial killing. Since 1980, a total of 17 perpetrators have been successfully sued, of whom four were brought to justice since 2001. Of those, five who had come to the United States with the intention of settling here fled the country rather than face the consequences of a lawsuit. These five perpetrators – from the Philippines, Rwanda, Haiti, Indonesia and Bosnia – had their lives substantially disrupted. Another perpetrator, the Philipine ex-dictator Ferdinand Marcos, was required to pay $1 billion. When Corazon Aquino became president, she determined, and the plaintiffs agreed, that most of that money should be returned to the Philippine government. Nonetheless, the lawsuit played a significant role in persuading the Swiss, and other banks that were holding Marcos' assets in secret accounts, to turn that money over. Three of the perpetrators successfully sued were high-ranking government officials – the Bosnian Serb leader Radovan Karadzic, an Indonesian General who had ordered atrocities in East Timor, and a Guatemalan ex-General. They were sued while they were on visits to the United States. All have yet to return. If they did, there is little that could be done to them legally, except that the plaintiffs could try to attach the assets that they carried with them. Yet the fact that they have not returned is a clear signal the lawsuits caused them an embarrassment they do not wish to repeat. One of those who was sued in this way was Hector Gramajo, a Guatemalan ex-general who was grooming himself to run for the presidency of his country. He had come to the United States to obtain a degree from the Kennedy School at Harvard. On his graduation day, he was served with the lawsuit. He immediately returned to Guatemala, where his party decided not to choose him as their candidate for president. His inability to travel in the United States without embarrassment was a liability. Gramajo's political ambitions were nipped in the bud by the lawsuit. In July 2002, three Salvadoran torture survivors won a $54.6 million judgment against Salvadoran Generals Vides Casanova and Garcia, both former Ministers of Defense who had retired to Florida in 1989. A Florida jury determined that they bore command responsibility for the torture endured by the plaintiffs between 1979 and 1983. The case set major precedents concerning the doctrine of Pg. 15 command responsibility in civil cases. The legal team has already secured $270,000 (most of which the plaintiffs will devote to bringing more cases) and expects to obtain more. The case has triggered discussions in El Salvador about the need to confront the past and to hold individuals accountable. One member of Congress in El Salvador has called for the repeal of the 1993 Amnesty law. Maria Julia Hernandez, director of the Human Rights Office of the Archdiocese of El Salvador stated that: "The process and the verdict in this case are accomplishments in a long and most difficult fight against impunity. It is a case in which all the victims of El Salvador who have not been able to be plaintiffs emerged and were represented by these brothers and this sister. Such administration of justice is what we have always hoped to realize. Now each of us has been touched in a way that inspires us to continue on this road." On October 15 of this year, a Miami federal jury awarded $4 million to the Cabello family for the torture and murder of their brother, Chilean economist Winston Cabello. Cabello was killed on October 17, 1973 – almost 30 years earlier to the day. The civil jury found Armando Fernandez Larios, in his role as a member of the "Caravan of Death" – a military squad acting under orders of Augusto Pinochet – liable for crimes against humanity, extrajudicial killing, torture, and cruel, inhuman or degrading treatment or punishment. The trial marks the first time that any Chilean has been tried in the United States for Pinochet-era crimes committed in Chile. It is also the first jury verdict in the United States holding a defendant liable for crimes against humanity. In September 2003, a lawsuit was filed against Alvaro Saravia, named in numerous credible reports as having played a key role in the 1980 assassination of revered Salvadoran Archbishop Oscar Romero. Saravia has been living in the United States since 1986. This case could lead to his arrest and deportation and to the uncovering of information about the intellectual authors of the crime. These cases send a powerful message to officials, soldiers, and others around the world that if they commit atrocities, they will not be able to visit or live in the United States with impunity. They will know that someone may recognize them and bring them to justice. A surprising number of survivors have told us that they consider this to be a substantial penalty because the wealthy and powerful in their countries look forward to visiting the United States for tourism, medical reasons, retirement or to send their children to school. These cases send a message to such people – who thought they were above the law – that they are not above the law in the United States. The deterrent potential of such cases will grow over time as more and more of these cases are brought in the U.S. and around the world. It's true enough – and we could add a sizeable list of other benefits that most people associate with social progress: employer-sponsored health insurance, pensions, and paid vacations. But unions in the United States find themselves increasingly having to fight for their very existence. This week, on International Human Rights Day (December 10), thousands of union members and their allies around the country will demonstrate for the right to organize. This is something that was supposedly established here in 1935 during the New Deal. But this right has been so eroded in recent decades that – to the Pg. 16 disgrace of the world's richest democracy – it hardly exists at all. That was the conclusion of a 213-page report by Human Rights Watch, one of the world's largest human rights organizations, written three years ago. And it keeps getting worse. Tens of thousands of workers are fired each year for joining or attempting to organize a union, in violation of U.S.law. But the penalties for employers are so slight that they have what Human Rights Watch calls "a culture of near impunity." Employers can also refuse to negotiate for years with a union even after it is recognized, effectively negating their legal obligation to bargain. And while they can't legally fire workers for striking, they can hire "permanent replacements" – a distinction without much difference. From high-tech computer programmers in Redmond, Washington, to minimum wage employees in South Florida Nursing Homes, Human Rights Watch found that workers' rights to organize and bargain collectively were routinely denied. Abandoning this basic right to freedom of association has had enormous economic consequences. It is no coincidence that the United States, with one of the lowest rates of unionization in the developed world, is the only high-income country without a national health insurance system. Or that Europeans enjoy five weeks of vacation on average as compared to less than three for Americans. Perhaps more drastically, the decline of organized labor – from 30 percent of the labor force in the 1960s to 13 percent today – has contributed greatly to the most massive upward redistribution of income in American history. The majority of the U.S. labor force has barely seen any of the enormous productivity gains of the last thirty years reflected in their wages. This is in sharp contrast to the first half of the post-World War II period (1946-1973), during which productivity gains were broadly shared and the median wage rose by nearly 80 percent. The United States is each year becoming more like Latin America and other much poorer countries in its economic and social division into haves and have-nots. Legislative reform is long overdue, and there is currently a bill in Congress (S. 1925 in the Senate and H.R. 3619 in the House) that could make a big difference. The "Employee Free Choice Act" would allow for unions to be certified on the basis of member signatures, or "card check." In other words, if the National Labor Relations Board certifies that a majority of employees have signed up to join a union, this would be sufficient. Under the current system, signature gathering is followed by a vote on whether to approve the union. Very often a large majority of employees does indeed sign up for the union, but the employer then uses coercion (firings, warnings of re-location and other threats, "captive audience" meetings) to force a "no" vote. The bill would also attempt to enforce workers' rights to organize by allowing the courts to use injunctions and fines against employers who break the law. It also provides for mediation and, if that fails, binding arbitration in negotiations for a first contract. This is necessary to prevent employers from stalling for as long as 12 years after a union is certified. The right to freedom of association is a fundamental human right, and it is a national embarrassment that our society and legal system do not recognize this right for American employees. A recent Peter Hart poll found that 47 percent of non-union workers – about 50 million people – would opt for a union in their workplace if they could. Incontrast to the Senate version, several of the more controversial aspects of the House bill -- relating to wiretapping and other forms of electronic surveillance – would expire after five years, at which time they would have to be renewed. The Senate bill also includes a comprehensive set of moneylaundering provisions that House leaders have elected to consider as separate legislation. Those and other, smaller differences will have to be reconciled in a conference committee before President Bush can sign the measure, although that could happen as early as next week. The blistering pace of the legislation through Congress shows just how much the Sept. 11 attacks on the World Trade Pg. 18 Center and the Pentagon have altered the political landscape in Washington. Many of the provisions contained in the House and Senate bills have been sought for years by prosecutors, but were rejected by Congress as overly intrusive and possibly unconstitutional. Now lawmakers are eager to accommodate the wishes of the FBI and CIA -- alarming civil liberties advocates who warn that Congress is being stampeded into decisions it will later regret. APPENDIX B: COMMISSION CHARTER AND PROCESS Commission History The National Commission on Terrorism was established by Section 591of the Foreign Operations, Export Financing, and Related Programs Appropriation Act, 1999 (as contained in the Omnibus Consolidated and Emergency Supplemental Appropriations Act, 1999 (P.L. 105-277). The legislation called for the appointment of 10 commissioners, three selected by the Majority Leader of the Senate, three by the Speaker of the House of Representatives, and two each by the Minority Leaders of the Senate and House of Representatives. Congress gave the Commission six months to review the laws, regulations, directives, policies and practices for preventing and punishing international terrorism directed against the United States, assess their effectiveness, and recommend changes. The Commission held 14 plenary meetings, generally meeting twice per month. During its meetings, the Commission was briefed by both government witnesses and outside experts. A number of Commissioners met with representatives of the governments of Canada, Egypt, France, Israel, Jordan, Poland, and the United Kingdom to address various international terrorism issues, including cooperation between those countries and the United States. Several Commissionersparticipated in non-plenary meetings dealing with particular issues, and Commission staff interviewed additional witnesses. (See List of Witnesses at Appendix D) Excerpts from the Report of the Policy Working Group on the United Nations and Terrorism Disarmament Recommendation 18 Consideration should be given to the establishment of a mechanism under the Department for Disarmament Affairs that would produce a biennial public report on the potential use of weapons of mass destruction in terrorist acts. This mechanism would make use of existing United Nations resources and specialized databases, as well as information received from Member States, and could serve as a barometer of terrorist danger. Furthermore, this mechanism could be available to assist the Committee, either directly, by providing analysis and advice, or indirectly, by recommending appropriate cooperation between the Security Council (or the Committee) and the relevant operational agencies, such as the International Atomic Energy Agency or the Organization for the Prohibition of Chemical Weapons. The aforementioned report could be linked to the periodic review of legislation referred to in recommendation 2 above and, if deemed appropriate, submitted to the General Assembly so as to draw the attention of the membership to this important issue. Recommendation 19 The development of the technical capabilities of the International Atomic Energy Agency, the Organization for the Prohibition of Chemical Weapons and the World Health Organization to provide assistance to States in the event of the threat or use of weapons of mass destruction, other weapons and technologies should be encouraged. Recommendation 20 Arrangements through which specialized agencies or related organizations can provide assistance and advice to States on how to develop and maintain adequate civil defence capability against the use of weapons of mass destruction, other weapons or technologies should be facilitated. Recommendation 21 Relevant United Nations offices should be tasked with producing proposals to reinforce ethical norms, and Pg. 19 the creation of codes of conduct forscientists, through international and national scientific societies and institutions that teach sciences or engineering skills related to weapons technologies, should be encouraged. Such codes of conduct would aim to prevent the involvement of defence scientists or technical experts in terrorist activities and restrict public access to knowledge and expertise on the development, production, stockpiling and use of weapons of mass destruction or related technologies. Preventive measures Recommendation 24 The Office for Drug Control and Crime Prevention and the Department for Disarmament Affairs should study the links between terrorism and organized crime, including drug trafficking, money-laundering, illicit trafficking of arms and corruption, which provide an environment that enables terrorist operations to expand. This threat to world peace has been going on for a long time, and they have been braking the treaties of peace for their own apocalyptic mass murderous cult purposes. These false leaders that claim to be messiahs are great fabricators that take the law into their own hand which is the vigilante while putting millions of lives in danger by braking the peace treaties with threats against innocent civilians. Citizens Against Human Rights Abuse was formed by a group of victims of alleged nonconsensual human experimentation involving electromagnetic and neurological weapon testing programs by the U.S. and other governments. Not having access to that particular publication, I searched through my copy of Jane's Radar and Electronic Warfare Systems 1993094. [10] The Commando Solo unit was not listed, but a browse through the book was informative as to the numerous types of electronic offence and defence systems available. These Pg. 29 include stationary and mobile land units (many housed in large trucks), shipboard and airborne models as well as well as space-based technology. If the military is spending US $100 million per airborne unit (times eight, we're talking US $800 million here), I think it is safe to assume that they have tried out mind control equipment with less expensive, roving land units (trucks), but use the airplanes to cover wider areas and hard-to-reach locations of the world. Even the US military would not waste $800 million on something unless it has been proven to work, and work effectively, even under the adverse situation of military combat. This is an important point. The initial research into mind control in the USA was conducted under the auspices of the CIA. The flagrant abuse of human rights in experimenting on unsuspecting persons was based on the supposition that the veracity of experiments would be compromised if a subject knew that he was participating in an experiment. In the case of mind-control technology, this supposition might very well be true. But that does not justify its use -- or so said the Nuremberg Code, the tenets of which were used as a legal basis to Proverbs- persecute Nazi scientists for war crimes. However the US seems to have excused its own military and scientific community from adhering to that Code. [11] MANIPULATING MIND AND BODY BY SATELLITE The next logical step in mind control would be to incorporate this technology into satellite communications. Since other countries are known to have similar capabilities, there could occur a situation in which electronic mind control warfare is waged against a civilian population, receiving conflicting mental manipulation from both sides. What would be the mental state of individuals so targeted? Would it cause a rise in mental aberrations and schizophrenia? And what are the limits of mindmanipulations? Can people be forced to commit suicide? Can physical ailments or psychosomatic illnesses be induced? A March 1990 report from Bosnia-Herzegovina in the former Yugoslavia suggests the latter may have already happened. The report concerns 2,990 ethnic Albanians who were admitted to hospital with complaints of lung and skin problems for which doctors could find no physical cause. Adopting a new approach toward verification that retains the universality norm, yet practices it in a discriminate fashion, where track record, size of infrastructure, and lack of transparency affect both the scope and resources devoted to the verification effort. Tying access to nuclear technology and fuel to compliance with obligations as an extra incentive to attain enforcement. Shifting the burden of proof of compliance with non-proliferation obligations to the state parties undertaking them. A state that fails to address concerns regarding its non-proliferation conduct promptly and adequatly will automatically forfeit its rights to sensitive technology and supplies. Finally, adopting a policy that explicitly recognizes the utility of defensive as well as coercive measures, all the way up to the use of force, as a legitimate means for enforcing non-proliferation. People who have worked there in the past describe Mount Weather as an underground city, equipped with apartments and dormitories, cafeterias, hospitals, and self-contained utilities for water, sewage, and power. Apparenly, it also contains its own television facilities and mass-transit system. This underground center is the command center for the Federal Emergency Management Agency (FEMA), which oversees mor than one hundred Federal Relocation Centers in Pennsylvania, Virginia, Maryland, and North Carolina. Pollock's article reveals that these underground facilities are the center of the government's Continuity of Government program. The executive orders passed by various presidents provide that, in a national emergency such as a nuclear war or a vast national disaster, the president ad top officials in the executive branch of the government would be transferred to this safe haven. Motional Responses Emotional responses vary in nature and severity from child to child. Children's fantasies of war may include a mental picture of a bomb being dropped on their home. While their worries are probably exaggerated, they are often based on real images of terrorist attacks or war scenes. When children hear rumors at school and pick up bits of information from television, their imaginations may run wild. They may think the worst, however unrealistic it may be. It extends the right to U.S. citizens to bring claims against individuals "acting under the actual or apparent authority of any foreign nation" for torture and extrajudicial killing. DEPORTING FOR TORTURE Maher Arar, a Canadian citizen, was deported last year from the U.S. to Syria where he was allegedly tortured and held for months in cruel, inhuman and degrading conditions. According to Amnesty International Canada, "Not only did the US government fail to seek assurances that Maher Arar would not be tortured in Syria, but, more worryingly, it appears that they may have actively engineered his transfer and bypassed certain legal guarantees, including his right to effective consular assistance and to representation in a fair proceeding." The US government appears to have breached its own policies as well as international law in deporting Maher Arar. Article 3 of the Convention against Torture prohibits the transfer of anyone to another state where there are "substantial grounds" for believing that person would risk being tortured. In a letter to Senator Patrick Leahy last June, Pentagon General Counsel William Haynes wrote that government policy was to "comply with all of its legal obligations in its treatment of detainees" and would not transfer anyone to a country where they may face torture and, if necessary, would seek assurances from the receiving country that torture would not be used against the transferred individual. The entry on Syria in the US State Department's latest human rights report cites "credible evidence that security forces continue to use torture". Syria was cited by President Bush in a major address on the Middle East on November 6, 2003 as a country with a "legacy of torture". The short description below comes from Dr. Margaret Singer professor emeritus at the University of California at Berkeley the acknowledged leading authority in the world on mind control and cults. a short overview Coercion is defined by the American Heritage Dictionary as: To force to act or think in a certain manner To dominate, restrain, or control by force To bring about by force. Coercive psychological systems are behavioral change programs which use psychological force in a coercive way to cause the learning and adoption of an ideology or designated set of beliefs, ideas, attitudes, or behaviors. The essential strategy used by the operators of these programs is to systematically select, sequence and coordinate many different types of coercive influence, anxiety and stress-producing tactics over continuous periods of time. In such a program the subject is forced to adapt in a series of tiny "invisible" steps. Each tiny step is designed to be sufficiently small so the subjects will not notice the changes in themselves or identify the coercive nature of the processes Pg. 52 being used. The subjects of these tactics do not become aware of the hidden organizational purpose of the coercive psychological program until much later, if ever. These tactics are usually applied in a group setting by well intentioned but deceived "friends and allies" of the victim. This keeps the victim from putting up the ego defenses we normally maintain in known adversarial situations. The coercive psychological influence of these programs aim to overcome the individual's critical thinking abilities and free will - apart from any appeal to informed judgment. Victims gradually lose their ability to make independent decisions and exercise informed consent. Their critical thinking, defenses, cognitive processes, values, ideas, attitudes, conduct and ability to reason are undermined by a technological process rather than by meaningful free choice, rationality, or the inherent merit or value of the ideas or propositions being presented. How Do They Work? The tactics used to create undue psychological and social influence, often by means involving anxiety and stress, fall into seven main categories. TACTIC 1 Increase suggestibility and "soften up" the individual through specific hypnotic or other suggestibility-increasing techniques such as:Extended audio, visual, verbal, or tactile fixation drills, Excessive exact repetition of routine activities, Sleep restriction and/or Nutritional restriction. TACTIC 2 Establish control over the person's social environment, time and sources of social support by a system of often-excessive rewards and punishments. Social isolation is promoted. Contact with family and friends is abridged, as is contact with persons who do not share group-approved attitudes. Economic and other dependence on the group is fostered. TACTIC 3 Prohibit disconfirming information and non supporting opinions in group communication. Rules exist about permissible topics to discuss withoutsiders. Communication is highly controlled. An "in-group" language is usually constructed. TACTIC 4 Make the person re-evaluate the most central aspects of his or her experience of self and prior conduct in negative ways. Efforts are designed to destabilize and undermine the subject's basic consciousness, reality awareness, world view, emotional control and defense mechanisms. The subject is guided to reinterpret his or her life's history and adopt a new version of causality. TACTIC 5 Create a sense of powerlessness by subjecting the person to intense and frequent actions and situations which undermine the person's confidence in himself and his judgment. TACTIC 6 Create strong aversive emotional arousals in the subject by use of nonphysical punishments such as intense humiliation, loss of privilege, social isolation, social status changes, intense guilt, anxiety, manipulation and other techniques. TACTIC 7 Intimidate the person with the force of group-sanctioned secular psychological threats. For example, it may be suggested or implied that failure to adopt the approved attitude, belief or consequent behavior will lead to severe punishment or dire consequences such as physical or mental illness, the reappearance of a prior physical illness, drug dependence, economic collapse, social failure, divorce, disintegration, failure to find a mate, etc. These tactics of psychological force are applied to such a Pg. 53 severe degree that the individual's capacity to make informed or free choices becomes inhibited. The victims become unable to make the normal, wise or balanced decisions which they most likely or normally would have made, had they not been unknowingly manipulated by these coordinated technical processes. The cumulative effect of these processes can be an even more effective form of undue influence than pain, torture, drugs or the use of physical force and physical and legal threats. How does Coercive Psychological Persuasion Differ from Other Kinds of Influence? Coercive psychological systems are distinguished from benign social learning or peaceful persuasion by the specific conditions under which they are conducted. These conditions include the type and number of coercive psychological tactics used, the severity of environmental and interpersonal manipulation, and the amount of psychological force employed to suppress particular unwanted behaviors and to train desired behaviors. Coercive force is traditionally visualized in physical terms. In this form it is easily definable, clear-cut and unambiguous. Coercive psychological force unfortunately has not been so easy to see and define. The law has been ahead of the physical sciences in that it has allowed that coercion need not involve physical force. It has recognized that an individual can be threatened and coerced psychologically by what he or she perceives to be dangerous, not necessarily by that which is dangerous. Law has recognized that even the threatened action need not be physical. Threats of economic loss, social ostracism and ridicule, among other things, are all recognized by law, in varying contexts, as coercive psychological forces. Why are Coercive Psychological Systems Harmful? Coercive psychological systems violate our most fundamental concepts of basic human rights. They violate rights of individuals that are guaranteed by the First Amendment to the United States Constitution and affirmed by many declarations of principle worldwide. Communicating with a submerged submarine is the only kind of communications where the very act of receiving puts the receiver in danger, since submarines must normally stick an antenna out of the water for high speed radio traffic, or rely on trailing a long wire antenna under water relatively near the surface to receive very slow speed traffic using ELF radio waves. Newer techniques may involve the use of blue-green wavelength lasers, but evidently penetration to any depth is still a problem. If you look at telepathy as a problem in the transfer of information in avery noisy environment, then certain existing solutions suggest themselves: There have already been experiments in the transmission of five distinct symbols via telepathy, namely Zener card symbols. I suggest that there is already a way of transmitting information using two symbols only, namely Morse Code. Current ELF or VLF radio transmission methods for communicating with fleet ballistic missle submarines to issue them their launch orders involve very low data transfer rates, on the order of 3 to 30 bits per minute, if I am not mistaken. Messages are very short, consisting of pre-formulated action or targeting codes. I suggest that telepathic 'Zener Morse' is an operational technique for information transfer under severe signal to noise conditions. In fact the use of five Zener symbols would increase datatransfer rates, but at the expense of a higher error rate due to the problems in discriminating between five and just two symbols. HOW TO DETERMINE IF A GROUP IS A DESTRUCTIVE CULT Q) Anybody can unfairly attack a group they disagree with by calling it a cult or saying they are using coercive mind control. If most points in this model are being used in a cultic organization, it is most likely a dangerous and destructive cult. The third set of criteria have to do with defining common elements ofdestructive and dangerous cults. The following section will help clarify what some of those specific elements and criteria are. Common Properties of Potentially Destructive and Dangerous Cults The cult is authoritarian in its power structure. The leader is regarded as the supreme authority. He or she may delegate certain power to a few subordinates for the purpose of seeing that members adhere to the leader's wishes and roles. There is no appeal outside of his or her system to greater systems of justice. For example, if a school teacher feels unjustly treated by a principal, appeals can be made. In a cult, the leader claims to have the only and final ruling on all matters. The cult's leaders tend to be charismatic, determined, and domineering. They persuade followers to drop their families, jobs, careers, and friends to follow them. They (not the individual) then take over control of their followers' possessions, money, lives. The cult's leaders are self-appointed, messianic persons who claim to have a special mission in life. For example, the flying saucer cult leaders claim that people from outer space have commissioned them to lead people to special places to await a space ship. The cult's leaders center the veneration of members upon themselves. Priests, rabbis, ministers, democratic leaders, and leaders of genuinely altruistic movements keep the veneration of adherents focused on God, abstract principles, and group purposes. Cult leaders, in contrast, keep the focus of love, devotion, and allegiance on themselves. The cult tends to be totalitarian in its control of the behavior of its members. Cults are likely to dictate in great detail what members wear, eat, when and where they work, sleep, and bathe- as well as what to believe, think, and say. The cult tends to have a double set of ethics. Members are urged to be open and honest within the group, and confess all to the leaders. On the other hand, they are encouraged to deceive and manipulate outsiders or nonmembers. Established religions teach members to be honest and truthful to all, and to abide by one set of ethics. The cult has basically only two purposes, recruiting new members and fund-raising. Established religions and altruistic movements may also recruit and raise funds. However, their sole purpose is not to grow larger; such groups have the goals to better the lives of their members and mankind in general. The cults may claim to make social contributions, but in actuality these remain mere claims, or gestures. Their focus is always dominated by recruiting new members and fund-raising. The cult appears to be innovative and exclusive. The leader claims to be breaking with tradition, offering something novel, and instituting the only viable system for change that will solve life's problems or the world's ills. While claiming this, the cult then surreptitiously uses systems of psychological coercion on its members to inhibit their ability to examine the actual validity of the claims of the leader and the cult.
